Sr. Technical Expert – CI Support to MASINT

Location: Washington, DC

Job Description:
Detailed understanding of technical exploitation, HUMINT operations, various HUMINT-enabled technical operations, and counter-HUMINT methodologies; Exceptional initiative, vision and motivation and ability to advocate, publish and to expand new mission areas within the counterintelligence and insider threat disciplines; ability to build and maintain new liaison and collaborate with counterpart and other specialists throughout the Intelligence Community and within the agency.
Job Requirements:
U. S. Citizenship is required. Candidates must have a minimum 8-10 years of related experience in Counter Intelligence, Bachelor’s degree, and a TS/SCI with willingness to Polygraph.
Candidates must have operational MASINT experience, must be more than a consumer of MASINT. Someone who has had recent tactical ground MASINT experience in current theaters of operations would be considered. The ability to write and relate technical MASINT into CI operations is desired. Also program management experience is not desired unless coupled with a solid prior operational background in the MASINT field.
Technical exploitation/analysis of strategic and tactical MASINT capabilities and application of said analysis to multiple intelligence disciplines to include high-value target tracking and continuity, counterintelligence and special operations/project activities, and target search-and-development functions.
Expert-level technical knowledge of biometrics capabilities, shortfalls and technologies; Comprehensive and holistic understanding of biometric enterprises and use of biometric data; Expert-level knowledge of HUMINT cover capabilities and tradecraft; In-depth familiarity with domestic, regional and international deployments and trends in biometric systems and data sharing; acute understanding of biometric-related technical, legal and policy implications; Pointed ability to identify global and technological trends posing threats to the anonymity and identity of DoD personnel; experience in biometrically-enabled visa fraud or alias discovery missions.
Some candidates for this position should:
Tracks global conventional and non-conventional offensive and defensive digital and cyber technologies, devices, and trends to identify known and non-obvious threats posing technical exploitation capabilities and threats to DoD information, information systems, networks, operations, and personnel; Identifies technical exploitation opportunities enabling Offensive Counterintelligence operations.
Using all-source raw and finished intelligence, compiles, analyzes, and vets Foreign Intelligence and Security Service (FISS) multi-INT technical threat capabilities and operations that threaten DoD information, information systems, networks and personnel; Special emphasis on protecting and supporting Defense HUMINT operators and operations and adversary efforts to defeat them. Prepares strategic and operational intelligence analysis for presentation to policy makers and operators.
Robust research skills enabling an ability to discern discrete elements of significance associated with technical threats, vulnerabilities and opportunities from multiple and large non-homogenous datasets and sources, codifying their relationships and significance and illustratively communicating their operational relevance to policy makers and operators alike to enable decisive and timely action by US policy makers and operators; able to simultaneously communicate relevance to both technical (operator) and lay-audiences (policy makers).
Tracks global conventional and non-conventional technologies posing technical exploitation capabilities and anonymity threats to identify known and non-obvious threat capabilities posing threats to DoD information, information systems, networks, operations, and personnel.
A detailed technical knowledge and understanding of current and emerging global and regional technical capabilities to analyze, defeat, or exploit computing and telecommunications systems.
